Who feels a cold room
A dense double coat is a very effective insulator, and a dog wearing one is comfortable at temperatures that feel cold to us. Remove the undercoat, as in most short-coated breeds and in cats like the Sphynx, and the animal is working with a thin layer that traps almost no air.
Age and condition change it further. Older animals lose muscle mass and thermoregulate less efficiently, which is why a cat that always slept in the middle of the room starts sleeping on the radiator. A pet recently clipped, or one recovering from illness, is in a similar position temporarily.
Cats and clothing
Cats are less predictable about this than dogs. Some accept a jumper immediately and clearly appreciate the warmth; plenty freeze, walk backwards or flatten themselves to the floor the first time. Neither reaction tells you much on its own, since the freezing response often passes within a few minutes.
Introduce it briefly and with food, and take it off before the cat objects rather than after. If the cat is still unhappy after several short sessions across a week, it is not going to come round, and a heated bed or a covered cave gives the same warmth without anything being worn.
Fit and washing
Measure the back from the base of the neck to the base of the tail and the chest behind the front legs. The jumper should allow full shoulder movement and stop clear of the back legs. Watch for rubbing under the front legs, which is where knit chafes on a short-coated animal wearing one for hours.
Hand wash and dry flat. Knitted fabric loses its shape in a machine and stretches badly if hung to dry, and a jumper that has stretched will slip and gather under the front legs. The wooden buttons also fare better out of a machine drum.

Before you buy
Some will, some will not. Put it on for short spells at first and watch for flattened ears or freezing in place, which mean stop. A cat that keeps moving normally has accepted it.
Measure back length from collar to tail base. These run small, so if you are between sizes take the larger, and check they can still squat to toilet without catching the hem.
Some will and some will not, and there is no reliable way to tell in advance. Introduce it for a minute at a time with food. If a week of short sessions has not worked, use a heated bed instead.
