Air pumps have no volume control
Almost every hobby pump runs flat out or not at all. A valve in the line is the standard way to get a controllable rate, and it costs a fraction of a pump with a dial.
Too much air is a real problem
A shrimp tank or a betta tank churned by an oversized pump stresses the livestock and throws water at the lid. Throttling the line fixes it without buying a smaller pump.
It also balances a split line
Running two stones off one pump, the shorter run always takes more air. A valve on the easy branch evens them out.

Bleeding off, not throttling
The wrong way to reduce bubbles is to pinch or clamp the line, because the pump then works against back pressure it was not designed for. Diaphragm pumps in particular wear faster when they are pushing against a restriction, and the pump gets noisier as it does.
A proper valve gives a controlled adjustment on a smooth bore rather than a crushed hose, which is a gentler restriction and predictable to set. On a multi-outlet pump the better approach again is to open one outlet fully to atmosphere and use the valve to balance the rest, so the pump is never fighting a closed system.
Where fine control matters
Shrimp tanks are the clearest case. Shrimp want oxygenated water and dislike current, and the difference between the two is a matter of how hard the air is running. Being able to dial a sponge filter down to a slow trickle of bubbles gets the gas exchange without the turbulence.
Noise is the other reason. Bubbles bursting at the surface are the audible part of most aquarium setups, and halving the air rate makes a noticeable difference in a bedroom while still moving the surface enough for gas exchange. Surface movement is what matters, not the volume of bubbles.
Fitting it
Cut the airline and push a valve onto each cut end, keeping it close to the pump rather than down at the tank, so it stays dry and is easy to reach for adjustment. A valve tucked behind a tank at water level is one you will never bother to use.
Standard four millimetre bore fits ordinary aquarium airline, and silicone tubing seats on the barbs more reliably than aged PVC, which hardens and works loose. Turn it in small increments and give the line a few seconds to settle before judging, since the change is not instant along a couple of metres of tubing.
