Before you buy
The grinder here is one of four heads on a shared body, so it is the right buy if you want the coat and the nails on one tool. If nails are all you do, the standalone grinder has a longer run time and a shape that is easier to hold at the angle nails need.
For maintenance trimming, yes. For a full strip on a heavily coated breed it will work but slowly, and you will want to go in stages. A dog that mats badly every season is better served by the grooming vacuum kit, which has a stronger motor.
The heads and the blade assembly, yes, that is what IPX7 covers. Dry it before it goes back on the body and never rinse it while it is on charge.
Under 55dB it is one of the quieter clippers, which helps, but cats vary enormously. Start with the motor running in the room without touching them and see where you get.
